- Out-of-school youth and adults/school leavers/non-attendees of the formal school system
- Out-of-school youth and adults/school leavers/non-attendees of the formal school system who are visually-impaired but braille literate (contracted)
- Learners of home education or homeschoolers.
- Non-passer of previous years' A&E Test.
- Others who may be:
- Unemployed out-of-school youth and adults.
- Industry-based workers, housewives, maids, factory workers, drivers, etc.
- Members of cultural minorities/indigenous peoples (IPs)
- Inmates, rebel/soldier integrees

Elementary Level ALS A&E Test:
- Kung hindi mo natapos ang elementary sa anumang kadahilanan at ikaw ay 11-taong gulang pataas bago o sa araw ng itinakdang petsa ng ALS 2013 test, ikaw ay qualified kumuha ng Elementary Level ALS A&E Test.
Secondary Level ALS A&E Test:
- Kung ikaw ay nakapagtapos ng elementary ngunit hindi natapos ang high school sa anumang kadahilanan at ikaw ay 15-taong gulang pataas bago o sa araw ng itinakdang petsa ng ALS 2013 test, ikaw ay qualified kumuha ng Secondary Level ALS A&E Test.
- Ang mga hindi pinalad makapasa sa mga nakaraang taon ng ALS Test ay pinapahintulutang mag-retake.
- Ang mga nagpa-register at nag-review sa nakaraang ALS program, ngunit hindi nakapunta sa itinakdang petsa ng ALS test ay inaanyayahang magpa-register muli.
- Sinumang mga kabataan o mga matatanda na kasalukuyang nag-aaral ngunit overaged para sa elementary level (mahigit 11-taong gulang) o para sa high school (mahigit 15-taong gulang) ay inaanyayahang magpa-register.
